Third, comprehensive, multi-sector governance approaches prove most effective at reducing irregular flows while supporting sustainable development. The framework emphasizes that accessible, affordable, and timely legal migration channels across labor, family reunification, humanitarian, and educational categories address both immediate health protections and long-term development objectives. For health systems and governments, these findings suggest that investing in regularized migration infrastructure yields measurable public health improvements alongside economic benefits.
