With 281 million international migrants worldwide, the organization emphasizes that accessible, affordable, and timely legal channels can significantly reduce irregular migration flows while maximizing development benefits for both origin and destination countries.
The IOM framework identifies four primary categories of regular pathways: labor mobility, family reunification, humanitarian protection, and educational opportunities. According to the guidance, these pathways must be tailored to address skills needs in destination countries while supporting development aspirations in origin communities. Research indicates that legal migration status correlates with improved health outcomes, increased preventive healthcare utilization, and enhanced disease reporting among migrant populations.
