The Pan American Health Organization’s 178th Executive Committee session has elevated healthcare financing to a critical policy priority, with delegates across the region acknowledging that underfunding represents a fundamental threat to health system resilience. Member states across the Americas are struggling to simultaneously manage routine immunisation programmes, respond to emerging disease threats, and address the growing burden of chronic diseases—all within severely constrained fiscal environments. PAHO’s recognition of this structural barrier reflects a broader consensus among health authorities that without sustained, adequate public investment in health infrastructure, the region cannot achieve pandemic preparedness or sustainable health outcomes. The session underscores an urgent policy choice facing governments: expand commitment to preventive and primary care infrastructure, or continue operating in perpetual crisis-response mode with insufficient resources.
