The biotechnology industry has demonstrated remarkable resilience and scientific capability, delivering over 400 breakthrough therapies to market since 2020—a 40% increase compared to the previous five-year period. Gene editing technologies, cell therapies, and precision medicine approaches continue to transform treatment paradigms across multiple disease areas, signaling sustained scientific progress.

However, this innovation surge occurs amid growing institutional challenges that threaten American competitiveness. FDA median review times have increased 34% over the past six years, rising from 10.2 months in 2018 to 13.7 months in 2024. Simultaneously, global investment patterns are shifting, with China and Europe capturing an increasingly larger share of biotech funding. Industry leaders warn that without addressing regulatory efficiency and maintaining research infrastructure investment, the United States risks losing its historical advantage in the global innovation ecosystem.
