In a striking assessment of the current regulatory environment, Dr. David J. Skorton—who has spent 40 years leading major research institutions—reports never witnessing a comparable threat to scientific independence as that posed by the new Office of Management and Budget grantmaking rules.

The revised Uniform Guidance introduces the possibility of non-scientific criteria influencing federal research grant awards, a departure from traditional peer-review processes. This shift could fundamentally alter how the National Institutes of Health and other federal agencies support medical research conducted by the 170 medical schools and 400 teaching hospitals represented by the AAMC.
