Henrik Ibsen's character Dr Stockmann was concerned at an outbreak of illness among his patients. His private investigation pointed to biological contamination of water in the public baths that were the pride of the community. He took the only reasonable step and recommended that the baths be closed pending cleaning up of the water supply. After all, what could be more important than the health of the population?
