Global Migration Policy Adoption Outpaces Implementation Capacity

A comprehensive International Organization for Migration assessment reveals a troubling disconnect between policy adoption and effective implementation across the globe. While 169 countries have established national migration policies since the 2018 Global Compact for Migration, execution rates vary dramatically by region—from 85% in Europe to just 34% in Africa.

This disparity reflects underlying challenges in institutional capacity, resource allocation, and regional cooperation. European nations benefit from established frameworks and coordinated regional structures, while African countries struggle with competing development priorities and limited funding. The assessment underscores that policy adoption alone does not guarantee meaningful protection for migrants or functional governance systems.

Critically, health system integration remains underdeveloped globally, with fewer than half of countries incorporating comprehensive health provisions into their migration governance frameworks. This gap puts vulnerable migrant populations at heightened risk of health complications and limited access to care.
