European nations benefit from established frameworks and coordinated regional structures, while African countries struggle with competing development priorities and limited funding. The assessment underscores that policy adoption alone does not guarantee meaningful protection for migrants or functional governance systems.
Critically, health system integration remains underdeveloped globally, with fewer than half of countries incorporating comprehensive health provisions into their migration governance frameworks. This gap puts vulnerable migrant populations at heightened risk of health complications and limited access to care.
