Alcohol is a factor
Alcohol use is associated with approximately 70% of adolescent and adult drownings. Drowning risk increases significantly with any alcohol consumption near water.
WHO Global Report
WHO's Global Report on Drowning Prevention (2014) provided the first comprehensive global analysis and evidence base for prevention — calling for national action plans, swimming ability as a health investment, and water safety in schools.

Glossary of key terms

Drowning
WHO/ILCOR
The process of experiencing respiratory impairment from submersion or immersion in liquid. Outcomes: death, morbidity or no morbidity. The term replaces older classifications (wet/dry, near-drowning) — anyone surviving drowning should be evaluated medically.
Non-fatal drowning
WHO
Survival after a drowning event — with or without lasting neurological injury. Non-fatal drowning causes thousands of hospital admissions and cases of permanent brain damage per year. Hypoxic brain injury from prolonged submersion causes lasting disability.
CPR (cardiopulmonary resuscitation)

The life-saving intervention for cardiac arrest from drowning — chest compressions plus rescue breaths. Community-based CPR and rescue training dramatically improves drowning survival.
Pool fencing

Community lifeguards

Trained community members who provide water surveillance and rescue services in LMIC settings — at rivers, lakes, beaches — where professional lifeguards are absent. Community lifeguard programmes in Asia have demonstrated effectiveness in reducing drowning deaths.
